Mix first 3 ingredients and press in 9X13 pan. Bake at 325 for 10 minutes, cool. Mix jello and hot water till dissolved. Add strawberries and cold water. Let thicken slightly. Set aside. Cream together cream cheese and sugar. Fold in cool whip. Spread on top of crust. Pour on cooled jello mix and refrigerate a few hours.
