Combine water and sugar cooking on medium heat until syrupy, about 12 minutes; add vinegar. Stir constantly and cook for 1 minute. Add catsup; continue cooking, mixing well. Set aside.
In skillet, combine oil, garlic, fish sauce and oelek. Trun on heat to medium high and cook until starts to sizzle; add the shrimp and seasoning sauce. Cook until shrimp changes from clear to opaque.
Drain noodes; add to shrimp mixture Mix well to blend sauce with noodles. Add chicken broth. Cook until dry. Add peanuts and toss well.
Transfer to platter; sprinkle with 2 T of peanuts. Spread bean sprouts over noodles. Garnish with green onions and cilantro.
Serve with lemon wedges and vinegar hot sauce.
