Preheat oven to 350. Beat together oil, sugar, pumpkin and eggs. In a separate bowl, whisk together all the dry ingredients. Stir dry mixture into pumpkin mixture. Pour into greased sheet cake pan. Bake 20-25 minutes.
Mix together butter, vanilla, milk, powdered sugar and cream cheese. Spread over cooled bars.
