Mix dry ingredients in separate bowl. Add to sugar mixture and beat well. Add chocolate chips.
Bake at 350* for 12 - 15 minutes. Cool.
Mix butter, vanilla, cream cheese, evaporated milk, and powdered sugar until creamy. Frost cookies.
