Preheat oven to 425 degrees F. Grease 12 muffin pan cups. In large bowl, combine flour, baking powder, baking soda, salt and pie spice. In medium bowl, whisk pumpkin, sugar, milk, oil, egg, orange peel and raisins until smooth. Stir into dry ingredients just until combined. Spoon into prepared pans. Bake 20 minutes. Unmold and cool on wire rack. makes one dozen
