Unwrap the Hershey kisses and place in a covered container in the freezer - these work best when the kisses are frozen.
In a large mixing bowl, cream together sugar and butter.
Add vanilla and eggs and beat until light and fluffy.
In a separate bowl, whisk together flour, baking powder, salt, cinnamon, nutmeg and ginger.
Gradually add to sugar mixture; mix until just combined.
Place rounded tablespoonful 2" apart on a parchment lined cookie sheet.
Bake 375 degrees for 7-9 minutes.
Remove from oven and immediately press a Hershey Kiss into the center of the cookie.
Move to a cooling rack to finish cooling.
