Heat oil in large sauté pan over high heat. Sauté onions and garlic until clear, add green onions and cook an additional minute. Stir in peas and carrots and cook about 30 seconds. Scramble eggs and fry to the side of the vegetables and mix together. Stir in chicken and heat through and then add quinoa. Add fish sauce and soy sauce to taste and cook an additional 5 minutes.
