Mix raisins, butter, and water in a pan and heat to boiling.
Add remaining ingredients.
Pour into greased 15-1/2" x 10-1/2" x 1" pan.
Bake at 325 for 20 minutes
Frost while hot with a thin mixture of powdered sugar, cream, and lemon juice.
Notes: It is a good idea to add extra water so there is 1 cup "after" boiling. Also, my pan is a bit bigger than noted above and I have found that a double batch works best in my pan.
