Place bell peppers under broiler, cut side down on cookie sheet and broil until blackened all over. Transfer to plastic bag and leave to sweat until cool, then peel off the skins.
Preheat oven to 350 degrees. Place bell peppers, goat's cheese and garlic in food processor and process until smooth. Season to taste. Add eggs, one at a time, and a good grinding of nutmeg. Process until absolutely smooth.
Generously grease four ramekins with butter and place in a roasting pan. Divide mixture amount ramekins. Pour boiling water into the roasting pan, half way up the sides of the ramekins. Bake for 30 minutes, until firm. Remove from the oven and place timbales on oven rack to cool slightly, then turn out onto plates.
