Combine the onion and olive oil in a sauté pan.
Cook gently, without browning the onion, until onion is translucent, about 5 minutes.
Add bell pepper and water to onion pan and cook until peppers are soft, about 10 minutes.
Transfer to a blender and purée until soft.
Strain with fine mesh strainer
