Run cold water over hot potatoes
Paint inside of a large glass bowl with Miracle Whip
Toss potatoes around and put bowl in refrigerator 2 hrs.
Add chopped green pepper, celery, onion, salt, pepper
Add chopped eggs when ready to serve
