This is basically a rhubarb cobbler. Great treat for those who know what rhubarb is!
Mix the first layer ingredients together and spread them in a 9x13" pan. Mix the second layer ingredients and sprinkle it over the rhubarb layer.
Bake at 425-degrees for 10 minutes; reduce to 350-degrees and bake until done. (about 25-30 minutes).
