Preheat oven to 350*. Separate dark green and white, and pale green parts of scallions; slice thin,while keeping them separate.
Arrange almonds and pistachios, keeping the separate. Arrange almonds and pistachios on opposite side of baking sheet and toast until almonds are golden brown, about 3 min, remove almonds and continue baking until pistachios are golden brown, about 4 min,
remove from oven.Set and let cool.
melt 3 tbsp butter in pot , add carrots and cook for 10-12 min until softened. Stir in sugar, a pinch of salt and cook, stirring until sugar dissolves, about 1 min set aside.
Melt 4 tbsp butter in pot add garlic, pale green, white parts of scallions and cook, until softened ,about 5 min. Stir in rice, cardamon,
cinnamon, red pepper flakes, and turmeric and cook, stirring often, until some grains are translucent, about 3 min . add 1 tbsp salt and 3 3/4 c of water and bring to boil. Reduce heat and simmer until rice is tender, 25-30 min. Remove from heat and rest for 10 min.
Saute' dried fruit in 3 tbsp butter until plumed and softened, about 4 min
Add 3 tbsp of butter to rice, plate rice and top with neatly defined rows of fruit, nuts and vegetables. ENJOY
