Mix sugar and karo in pan. Bring to a boil. Remove from heat and add peanut butter. Mix well until blended. Add 6 cups rice krispies. Press into 9x13 greased baking pan.
Pour chocolate chips and butterscotch chips into a microwavable bowl. Melt chips in microwave at 50% power for 1 minute intervals stirring after each minute until smooth. Spread over rice krispies mixture.
