Bring the water to a boil. In a pot, put the boiling water and the rice and bring to a boil.
Cook on medium heat until the rice is almost transparent and the water nearly all evaporated.
Add the milk and salt, stir and cook over low heat for 45 minutes to an hour, until half the liquids have evaporated.
