Warm 1 tbsp milk and add saffron strands to it. Keep them aside for 10-15 minutes.
Melt butter in a non stick pan. Keep heat on medium low. Add ricotta cheese. Saute for 10-15 minutes until moisture evaporates and ricotta cheese starts to leave sides of the pan.
Add sugar and condensed milk. Stir and cook for another 5-10 minutes until mixture thickens again.
Turn off heat. Add saffron milk, yellow food color and cardamom powder. Mix well and let the mixture cool for 5-8 mixture.
Use a modak shaped mold to make desired shapes or shape them into pedas.
