Put the garlic cloves in a baking dish, drizzle with the olive oil and cover with foil. Bake for 20 minutes, or until the garlic is soft. Puree the garlic in a food mill; set aside.
Boil the potatoes in liberally salted water until tender, then drain. Mash with the milk or cream and butter. Stir in garlic puree to taste. Season with salt and pepper.
