Broil peppers in oven until charred and blistered on both sides. Let cool and then peel off skin. Chop the peppers.
In Dutch oven, heat oil. and add beef and onion until beef is brown.
Add garlic, broth, tomatoes, cilantro, chili powder, salt, cumin, pepper, and peppers. Bring to a boil.
Reduce heat and cover and simmer for 1 1/2 hours, until beef is tender.
Add potatoes and cook another 15 minutes.
