Heat oven to 275F
Arrange tomatoes on sheet pan, cut side up, in one layer. Drizzle with oil and vinegar. Sprinkle garlic, sugar, salt and pepper. Roast 2 hours until tomatoes are concentrated and beginning to caramelize. Cool tomatoes to room temperature.
Cut mozzarella into slightly less than 1/2 inch thick. Layer tomatoes alternately with cheese and scatter basil on top. Sprinkle lightly with salt and pepper, drizzle lightly with olive oil.
Serve at room temperature.
