Brown the onion and one clove of garlic with 1 tsp of salt in a pressure cooker. Add the meat and cover with water. Cook about 45 minutes until tender. Remove the meat and shred with a fork (you can save stock for other recipes).
Chop the green bell pepper, onion, and garlic. Saute in a large frying pan with one tsp of salt. Once softened, add the wine, tomoatoes, tomato sauce, bay leaves, cumin, and oregano. Mix well and add the shredded meat. Simmer on low for about 15 minutes.
Serve with white rice.
