Cube fish into 1/2" to 1" pieces.
Cook celery, green pepper, onion and garlic in 1/2 cup of oil until tender.
Dissolve bouillon cubes in 4 cups of boiling water and pour over vegetables.
Add tomatoes, okra and seasonings. Bring to boil, reduce heat, cover and simmer for 30 minutes.
Add fish, cover and simmer for 15-20 minutes longer until fish is tender.
Serve over cooked rice.
