Cut beef in very thin slices 2-3 inches long (easiest to do if meat is semi-frozen).
Mix flour, salt, pepper in a paper bag and shake beef strips to cover.
Brown beef in oil.
Remove meat from skillit, add bouillon. bring to a boil.
Add all other ingredients, bring to boil, add meat.
Simmer 20-25 min.
Serve with rice.
