In bowl beat icing sugar and butter then add flour. Press firmly into 9 x 9 " pan lined with parchment paper and bake in a 350F oven for 10-12 minutes until crust begins to pull away from sides of pan.
In bowl whisk together all ingredients adding raisins last. Pour over baked crust, Baker 20-25 minutes until crust is golden brown and is formed but centre still jiggles. Let it cool on rack. Place in freezer for a short time making cutting easier.
