Mix dry ingredients together in a bowl.
Heat Water and shortening in a microwave measuring cup in microwave until 120 to 130 degrees. With mixer running on low-speed pour water-shortening mixture into dry mixture. Beat on low speed 2 minutes then on high speed for 2 more minutes.
Add the 3 cups of flour until it is a rough mass. All of the flour may not be necessary.
Use dough hook and work until dough is smooth or place dough on a board and knead until dough is soft and blistered. Add a little flour, if necessary, but try not to make dough too stiff if you want a tender crust.
Place dough in a large, greased bowl. Grease top of dough and cover with plastic wrap. Let rise until doubled 45 to 60 minutes.
Punch dough down and cut into 2 pieces. Roll dough to fit 2 pizza pans or 2 jelly roll pans (15 x 10") We use the jelly roll pans.
Pour 1 Tablespoon Olive Oil in pan and place dough in pan using hands mash dough until it fits the pan.
Pour a small amount of olive oil on top of dough, enough to coat lightly. Take small pieces of anchovies and push into dough about an inch apart (or closer if you like a lot of anchovies) Scatter onions liberally over top and press into dough. Sprinkle cheese and black pepper overall. Bake in 400 Degree oven 15 to 20 minutes or until brown.
