Cook pasta as directed on package; drain and set aside.
Coat a skillet with cooking spray and heat over medium-high heat. Cook salmon for 5-7 minutes on each side, until cooked through. Set aside to cool.
In the same pan, combine oil, bell peppers, tomatoes, capers, black pepper and garlic. Add pasta and stir fry 5 minutes; season with salt. Place in a large serving dish. Break the salmon into large pieces and toss lightly with the pasta mixture. Garnish with basil.
