Cook macaroni according to package directions. Drain well. Cool. (Rinse with cold water to cool quickly; drain well)
Drain salmon reserving 1 tbsp liquid, and flake. Blend mayonnaise, lemon juice, liquid from salmon, horseradish, mustard and salt in large bowl until smooth and of a creamy consistency. Stir flaked salmon into mayonnaise mixture. Add celery. Toss mixture with macaroni. Chill.
