Slowly caramelize the onions in olive oil in a large stew pot or dutch oven. Add peppers and saute until translucent. Add beef and cook until browned on all sides. Season with salt and pepper. Add spices and garlic and toast until fragrant. Add tomatoes, squishing them with your (clean) hands as you add them to the pot. Add tomato paste. Scrape up any fond and as the tomatoes deglaze the pot. Season with salt and pepper. Bring to a simmer and cook for 1.5 hours. Add potatoes and green beans. Adjust seasoning. Simmer for 30-40 minutes, until potatoes are fork tender. Add fresh parsley before serving.
Serve with fresh bread and something green, like a simple salad.
