In a large pot lightly brown garlic in olive oil. Add onion and green pepper and saute until translucent. Add meat and stir often. Add spaghetti sauce and sugar and simmer for ~ 45min. Salt and pepper to taste.
Optional: Add 1 cup red wine (dry).
