Brown sliced sausage in a soup pot, drain and set aside. Saute onion and garlic in soup pot until tender.
Add broth, water, wine, tomatoes, carrots, basil, oregano, tomato sauce and sausage. Simmer, covered
for 30 minutes. Skim soup. Stir in parsley, green pepper and tortellini. Simmer, covered, for 35 to 40 minutes
or until tortellini is tender. Ladle into soup bowls. Garnish with sprinkle of Parmesan cheese.
If you want to freeze half - don't add the bell pepper and tortellini until you are going to reheat the soup.
