Use metal blade of food processor and with machine running drop the cilantro through feed tube and process until minced. With machine running drop in ginger and scallion and process until minced. Add remaining ingredients and pulse 23 times to mix. Alternately: chop cilantro, ginger and green onion by hand until minced very fine. Put into a glass jar with the soy sauce, oils, vinegar and sugar. Shake well to mix.
