In a saucepan, over medium heat, melt the butter and add flour, stirring until smooth. Cook for 1 minute. Gradually, add milk to mixture, continuing to stir. Heat the mixture until it thickens, stir in salt and pepper.
Grease baking dish and add 1/4 cups of sauce.
In a bowl, mix the potatoes, ham, onion, green pepper, and garlic. Add half of the ham mixture to baking dish, layer with half of remaining sauce. Repeat second layer.
Bake covered for an hour or until potatoes are tender.
