In large saucepan, melt butter over low heat. Blend in flour, salt, sage, thyme and pepper. Gradually stir in Milk. Cook and stir over medium heat until misture boils and thickens. Remove from heat. Stir in potatoes and onions. Pour into casserole dish. Bake, covered in 350?F oven 30 min. Remove cover and stir to combine. Return to oven and bake, uncovered, an additional 30 min. Remove from oven. Preheat broiler. Sprinkle with Parmesan and broil 4 to 6 inches from heat source until golden brown.
