Slice red potatoes and place on the bottom of baking dish. Sprinkle with salt and pepper and 1 tablespoon of flour. Slice thin pieces of butter and arrange in a circle over the potatoes. Place one pat in the center of the circle. Repeat the layers one to two times depending on size of baking dish.
Pour whole milk over the potatoes (pour at edge of dish) until the milk is 3/4 full in the dish.
Bake at 350 degrees for one hour.
