Melt butter over medium heat add garlic cook for about 30 seconds
Add spinach and stir until wilted. Transfer to a platter and cover to keep warm
Over medium heat add 2 tablespoons butter when butter is melted and sizzling add half of your scallops
cook until brown about 2 min.
Transfer to platter and add the other 1/2 transfer to platter
Carefully add the lemon juice to the skillet. Scrape up all the brown bits from the bottom.
Remove from the heat stir in chives and zest and pour over scallops.
