In 3 1/2 to 4 quart slow cooker, mix beef mixture and all remaining ingredients except cheese.
Cover; cook on "Low" heat setting 7 to 8 hours. Use a Halloween themed cookie cutter to cut out shape from cheese. Top individual servings with cut outs.
