Mix all the marinade ingredients together. Add beef. Tightly cover with plastic wrap. Marinate 2 hours at room temperature or 8 hours in the refrigerator.
Heat oil on high (preferrably in a wok, but any large skillet will do).
Stir fry beef until no longer red (a couple of minutes). Add hoisin sauce, saute an additional minute.
Remove from heat, season with peanuts and basil.
Serve with rice or rice noodles.
