Crumble butter in dry ingredients. Add raisins.
Beat eggs. Add custard powder to milk and water ( 1 1/4 cups) and vanilla.
Add egg and milk mixture to flour mixture. Mix to a soft dough. Roll out to a one inch thickness. Cut with cookie cutter. Bake at 400 for 18 minutes.
*****don’t bake on bottom rack. Move oven rack up
