Add butter and oil to a large frying pan. Fry potatoes, garlic and onions over medium to medium-high heat until about half or more are golden brown. Add in the half and half and sour cream and cook over low heat for 15 minutes, turning about halfway through. Add parsley and cheese. Allow cheese to melt.
