Boil potatoes in pot to prepare to mash.
In large skillet, over medium heat, cook onion, celery and mushrooms for 5 minutes.
Stir in ground turkey, garlic, thyme & basil. Cook until meat is browned.
In small bowl whisk broth and flour until smooth. Add to skillet.
Stir in frozen veggies, milk and salt. Simmer for 5 minutes.
Mash potatoes and add cream cheese, milk, butter and chives.
Pour meat and vegetable mixture into baking dish and top with mashed potatoes.
Bake at 400* for 20 minutes.
