2) prepare mashed potatoes.
3) heat oil in a skillet at medium high heat.
4) add carrots and other vegetable and Sautee for 3 to 4 mins.
5) add meat, salt, pepper, garlic, and onion powder and cook 6 to 7 minutes until meat is browned.
6) drain excess oil and slowly add butter, flour, Worcester sauce, beef stock, and tomatoes paste.
7) bring to a boil and reduce to a simmer until thickened.
8) transfered to a baking dish and top with mashed potatoes.
9) bake for 30 minutes.
