Add potatoes to a large pot of cold water and bring to boil. Cook until tender, about 15 min. Drain and mash. Add butter, sour cream and ¼ cup cheddar cheese and mix. Set aside.
Preheat oven to 375°.
In a large frying pan, cook onion, ground beef and Worcestershire on medium heat until onions are clear and beef is completly browned. Drain excess fat. Return to heat and stir in flour and cook for 1 minute. Mix Bisto with beef stock well and add to ground beef with ketchup. Bring to a boil, reduce heat and add frozen vegetables. Simmer for 5 minutes.
Spread beef mixture evenly in a 2 quart casserole dish. Next spread mashed potatoes over beef. Sprinlke with remaining cheddar cheese and paprika.
Bake in oven for 20 minutes or until golden brown.
