Heat a large skillet over medium-high heat. place the garlic, the halved onion and the fresh tomatoes in the skillet, and dry-toast for 5 minutes until lightly charred. Remove to a bowl to cool. In another skillet, toast the dried chiles for 2 minutes on each side. Remove to a small bowl and cover with warm water. Let the chiles soak for 10 minutes, then cut them in half and remove the seeds (gloves recommended). Place the chiles charred and canned tomatoes, onion and garlic in a blender or food processor and blend until smooth then set aside. In a large saucepot heat the olive oil over medium-high heat. add the chopped onion, bell pepper, cumin and oregano and sauté for 5 minutes. Add beer and cook for 2 minutes. Add the remaining ingredients and simmer covered over low heat for 2 ½ hours until the meat is tender. Serve with bowls of sour cream, chopped sweet onion, shredded cheddar cheese and cilantro leaves.
