Pulse the peppers, shallot, garlic and tomato in a food processor.
Chop bacon into lardon sized chunks.
Saute over medium heat with fat until rendered(not browned).
Add vegetable bits and saute stirring for about five minutes.
Add chardonnay, bring to a simmer, lower heat and cover.
Cook another ten fifteen minutes until veg are cooked through.
