Bring potatoes, onion, celery, water, salt and pepper to a boil in a large saucepan. Reduce heat, cover and simmer about 10 minutes or until the potatoes are tender. Add milk and shrimp and simmer a few minutes longer, or until the shrimp turns pink. Sprinkle with parsley.
