Suggest a better descriptionHeat oil in large skillet over medium heat. Add onion, bell pepper, celery, and garlic; cook, stirring, until softened, about 5 minutes. Add tomatoes with their juice, okra, chili powder, oregano, black pepper, cayenne, and bay leaf; simmer, covered, until flavors are blended, about 20 minutes.
Stir together water and cornstarch in a cup until smooth. Add to tomato mixture and cook, stirring, until tomato mixture bubbles and thickens, about 2 minutes. Add shrimp and cook, stirring once or twice, until just opaque in center, about 3 minutes.
Discard bay leaf. Serve over rice.
