Suggest a better description1. Rinse rice in fine-mesh strainer until water runs clear. Bring rice, 2 1/4 cups water and 1/4 tsp salt to simmer in large saucepan over medium heat. Reduce heat to low, cover, and simmer until rice is tender and liquid is absorbed, 16 to 18 minutes. Remove pot from heat, lay clean folded dish towel underneath lid and let sit for 10 minutes.
2. While rice cooks, mince garlic. Grate 2 teaspoons orange zest and squeeze 1/2 cup juice. Remove strings from snap peas. Slice scallions thin on bias.
3. Trim flank steak. Cut steak into thirds with the grain, the slice crosswise 1/4 inch thick.
4. Whisk soy sauce, oil, honey, pepper flakes, orange zest and juice, and garlic together in bowl. Combine beef and 1/3 cup orange juice mixture in 12-inch nonstick skillet. Cook over medium-high heat, stirring occasionally, until liquid has evaporated and beef is caramelized, about 15 minutes. Transfer beef to plate and tent with aluminum foil.
5. Add snap peas and remaining orange juice mixture to now-empty skillet and cook, covered, over medium heat until snap peas are bright green, about 2 minutes. Uncover and continue to cook, stirring occasionally, until sauce thickens and snap peas are tender, about 1 minute.
6. Return beef, along with any accumulated juices, to skillet and toss with snap peas to combine. Transfer to platter and sprinkle with scallions. Serve with rice.
