Melt butter in sauce pot.
Add shallots and cook until browned, about 10 minutes.
Add minced garlic, cook until fragrant.
Add the cous cous and toast, stirring frequently until it starts to brown and become redolent.
Add the stock and water, bring to a boil, cover and take off heat.
After 10 minutes, add in toasted nuts, fresh minced herbs, citrus juice and zest.
Salt and pepper to taste.
