Cook Beef in large skillet until no longer red. Remove from skillet,, saving the drippings.
Cook macaroni, onion and green pepper in drippings until the macaroni is yellow.
Return the meat to skillet along with the rest of the ingredients.
Cover and simmer on low for 25 minutes.
