Cook beef over medium heat until no pink remains. Drain. Add ketchup, water, brown sugar, Worcestershire sauce, mustard, garlic powder, onion powder, salt, and BBQ sauce. Bring to a boil and cook covered on reduced heat for 20-30 minutes. Serve on buns.
