Preheat oven to 450F. Brown ground beef with the diced peppers and onions. Drain fat. Stir in corn, Manwich and cream cheese. Cook over low heat until cream cheese melts. Pour mixture into 9x13 baking dish. Top with half of the grated cheese. Arrange Tator tots in single layer over top of cheese. Sprinkle top with remaining cheese. Bake for 20 minutes.
